Rule of Law: Neutral Evil. Known as a self-centered society with some written laws which are executed freely and without remorse. In such a land, the end always justifies the means and if one has to break a few laws to achieve a goal, that is acceptible. Much of the population follows the 'every man for himself' principle, bribes are very common and alligiances are based on power and money.

The wild city-state known as Veranthis, is also known by its unofficial title as the "City of Blood" for Veranthis is known for its devotion to blood sports and the gladitorial games. Although technically still a protectorate of the Doomguard, the city now enjoys almost complete autonomy and self-governance though it still relies on the forces of the Doomguard for defence against the Horde Raiders. The city's greatest attraction of course is the Grand Arena located near the center of the city. Here warriors of all shapes and sizes compete in games of life and death all for the entertainment of the citizenry and visitors. These contestants generate incredible amounts of wealth for the city and it is truly a voyeur's paradise. The Grand Arena is one of the largest employers within the city and it holds much political influence.

The city is governed by an elected official who holds the Office of the Prefect. This individual's main purpose, in addition to keeping the city running as efficiently as possible, is to insure that the games are continually profitable. It is widely rumored that Veranthis has a number of agents on its payroll whose sole responsibility is it acquire or kidnap warriors anywhere throughout Hyerune. These hapless souls are brought back to the city, either willing or unwilling, and trained for the gladitorial games. Often this is a very short stay as many are killed within a few weeks of their arrival. Gladiators who are successful or popular with the crowds enjoy many benefits in society but are virtual prisoners of the state.

Public executions are also quite common in the Grand Arena. The accused are forced into combat with some dreaded beast in a fight to the death. This trial by combat is used to determine guilt or innocence. The innocent being the winners of course while the guilty are the dead. In addition to the many humanoid combatants for these games, the city also uses a number of monstrous creatures to generate greater interest. Magical duals are also not completely unheard of but tend to be somewhat rare.

Religious life in the city is practically nonexistant save for the few temples dedicated to various evil deities with Jocasta and Shiran being the most prominent. Strangely enough, a number of good-aligned sects are said to exist but unlike other cities, it is the good temples that have been driven into hiding. Many of these are hidden in underground locations away from the prying eyes of the Securitat. It is the goal of these good faiths to end the suffering of the citizenry and to one day free the slaves of the Grand Arena. There is one small temple of healing dedicated to the goddess Glanya that does operate out in the open. The clergy are known pacifists and completely neutral toward all affairs of state. They provide simple healing and herbal remedies to any who seek their aid and are therefore left alone by the seedier elements of the region.
