Rule of Law: Lawful Evil. Society with limited freedoms, strict code of conduct with little mercy or compassion. Citizens generally use society and its laws to benefit themselves and obey law mainly out of fear of punishment which is generally quite severe. Generally equivalent to the evil police state.

Nimeiria is a powerful militaristic kingdom ruled by a caliph. The land is nestled in the strip of arid land between the Narrow Sea and Midland Ocean to the North and the Sahelian Mountains to the South and extends as far east as the Burning Desert. It receives little rainfall and remains hot and dry for most of the year.

The Caliph of Nimeiria is advised by a military council composed of senior officers and battleworn veterans. Historically, the caliphate has had aspirations to expand its domain and control all of the Zentradi continent as well as the Meridian lands to the north across the Narrow Sea. The Caliphate was formally aligned with the holy lands of Anubia centuries ago with the Caliph ruling in all matters temporal and the Priest-King ruling all matters spiritual. Due to deep philosophical differences, however, the two nations eventually split in two and remain fierce rivals of one another to this day though tempered with mutual respect.

The Caliphate is organized around numerous citadels and fortified strongholds that dot the landscape rather than cities. Most of the largest communities are actually heavily defended fortresses. The kingdom's military is the largest employer of the realm and many peasants will join as a way to rise above their humble stations and seek adventure and glory.

Rumors: Recent rumors have been circulating that an evil war cult devoted to the goddess Jocasta has been gaining a significant influence with the Caliph's court. The court has long been one that has been guided by lawful neutrality and the freedoms of chaotic evil have had an intoxicating effect on some of the younger and more brash warriors. It is also believed that a powerful dragon noble dwells in the distant Sahelian Mountains to the South. This being is said to have much knowledge in terms of warfare and combat strategy and is considered a military genius.
