The Starmantle of Oberlin

This sacred elven relic is attributed to the ancient fair elf High Mage Oberlin of Eileania. Scrolls and texts on the subject seem to agree that the item was crafted in the town of Moonglade roughly 1,200 years ago with the assistance of three clerics of the goddess Fairiel. The Charmed One herself is even said to have blessed the threads used in its weaving with her kiss thus endowing it with divine essence.

The Starmantle was originally made for use in holy ceremonies dedicated to the elvish gods atop the highland of Starcrest during certain celestial alignments. Both Oberlin and the Starmantle mysteriously disappeared in the year 278 of the New Age. It is believed that Oberlin perished in a violent conflict on the Astral Plane but the current whereabouts of his greatest creation are unknown.

The Starmantle is a flowing cloak of dark indigo hues said to be woven from the fibers of the Midnight sky and embroidered with the threads of condensed starlight. It shimmers like moonlight on the ocean and cascades down the back of the wearer. The artifact is worn around the next using a golden clasp. Once put on, the Starmantle grants the wearer the following powers:

Side Effects: Possession of the Starmantle will instill an irrational fear of enclosed places upon the wearer. This 'claustrophobia' will occur whenever the wearer is underground or in spaces smaller than 10 ft. x 10 ft. causing a -2 penalty on all attack rolls, checks and saves.
