The wind whistle is a magical item of great potency crafter over the years by the fabled Windwalkers, the cabal of air elementalists from the Peregrine Isle. When discovered in a treasure trove, the wind whistle appears to be a simple brass instrument about 3 inches in length with a mouthpiece on one end and dotted with four air holes.
The wind whistle can be used as a simple musical instrument by anyone with such a proficiency but their true power lies in their magical ability. When the proper tunes are played, the whistle is able to "whistle up a wind" with varying degrees of power. Each of these spell-like abilities can be used once a day as a 12th level caster. Each use will cost a number of charges depending on the spell.
A wind whistle will commonly have 24 charges stored in it and may not be recharged. Once the final charge is used, the item will disintegrate into a puff of harmless mist. The DC against any of these spell-like abilities is 13 + spell level.
