This ancient device is believed to have been crafted by the powerful Imperial Sorcerers of the Huan-Ce Court. The Huan-Ce were the ancestral predecessors of the modern day Huanese people yet unlike the Huan of today, the Huan-Ce were known to dabble in the dark arts. Some were said to even be fiend worshipers. Many evil magicks have been attributed to the Huan-Ce and this scepter is certainly one of the most infamous.

The Sacred Scepter is actually anything but sacred and is rumored to possess great powers over dragonkind. The earliest emperors of the Jhong Dynasty were obsessed with the draconian way of life and deeply desired to gain power over these mighty creatures in hopes of unlocking the secrets to their longevity. After the device had been used to enslave a number of Chiang Land, or oriental river dragons, the dragon nobles of the nearby mountains feared the great destructive potential of the artifact. They ordered their most trustworthy servants to gain access to the Imperial Household and to steal away the Sacred Scepter. These servants included several half-dragons, dragon disciples and human sorcerers. With clever resourcefulness, they were able to obtain the artifact and make good their escape but never returned to their rendez-vous. What had become of them and the Sacred Scepter of the Huan-Ce is unknown.

The Sacred Scepter is a highly ornate piece of royal regalia. It is a rod of gold alloy three feet in length and a half inch thick. The head of the rod is capped with a brilliant sapphire of the deepest blue wrapped in a mesh of gold filigree. The rod is further encrusted with a number of lesser precious and semi-precious stones and has a small ruby embedded at the pommel. The handle of the rod is engraved with numerous draconic images and designs. It is apparent to all who look upon the artifact that it is of great value.

The Sacred Scepter of the Huan-Ce possesses the following powers:

• Holder is completely immune to the effects of dragon fear
• Scepter can cast detect magic as often as desired, one time per minute
• Wielder of the scepter gains a +2 circumstance bonus to all Charisma checks
• Wielder of the scepter gains a +2 circumstance bonus on all Appraise, Knowledge (arcana), Sense Motive and Spellcraft checks
• Bearer of the scepter is able to speak, read and understand the draconic language for as long as the artifact is touched
• Spell-Like Abilities: 3/day- detect thoughts, ray of enfeeblement, dispel magic, see invisibility; CL 18th with a DC=19
• Wielder gains +6 circumstance bonus to saves against dragon breath weapons and a -2 per dice of damage
• Major Power: On nights when the Dark Moon is full, the Sacred Scepter can be used to cast a powerful Charm Monster spell upon any dragon within a 100 foot radius of the artifact. There is a Will DC=30 to resist this effect. If a dragon becomes charmed, it is allowed an additional save once every full Dark Moon to break free of the charm effect. Up to a maximum of 9 dragons can be charmed by the artifact at any given time. The power only affects pure bred dragons. Half-dragons and draconic outsiders are immune to this power

Possession of this device will earn the immediate antipathy of any dragon that sees it. Dragons will attempt to slay any being who possesses this artifact as well as anyone allied with that being to the best of their ability.

Suggested Means of Destruction: Cause it to be devoured by the Demodragon of Infernia. Shatter it upon the frozen heart of a glacier elemental.
