Rule of Law: Chaotic Neutral. Society based on hedonistic pursuits of pleasure. Few written laws govern daily life which is considered quite barbaric. Survival of the fittest is the standard of the day with a general distrust of authority. Most of the population is neither good nor evil but also not terribly reliable.

The Filani Freeholds are a collection of independent tribal lands with no central government. Each community is lead by a chieftain or elder. The larger communities are often united under the banner of a charismatic jarl, a minor noble. The people are mainly simple folk with peaceful natures but can be fiercely resistant if their lands or families are threatened. Tribal regions will have a lightly armed militia equal to about 5% of the population that can unite together to repel any threats.
Wandering bards known as skalds are useful sources of gossip and information. The Wayfaring Sorcerers also move from village to village hiring out their special talents as mercenary spellcasters and soothsayers. They are also sought out for herbal remedies, potions and protection charms and talismans. Despite their humble lifestyles, the Filani of these lands are quite open to outside influences and tend to view magic with awe and respect rather than fear.
The Freeholds are also one of the more fertile of the Filani lands. The region is dotted with underground hotsprings and an occasional volcanic geyser. The recuperative effects of the springs are well known and a number of bath houses and inns are set up to take advantage of this fact. Some of the more popular inns are run by initiates of Aeroz, the god of hospitality.
