Rule of Law: Chaotic Neutral. Society based on hedonistic pursuits of pleasure. Few written laws govern daily life which is considered quite barbaric. Survival of the fittest is the standard of the day with a general distrust of authority. Most of the population is neither good nor evil but also not terribly reliable.

Eidolon, known as the Sundered Lands, is a loose collection of small city-states governed as a confederation. Secret assassinations, hidden plots and rebellions have led to an almost complete state of anarchy with no common rulership. Each of the city-states has taken claim to small tracks of territory as they try to rebuild their fractured land. The region is now a patchwork of various domains each controlled by one of the lords of the cities or by a minor noble of some kind.
In its not to distant past, Eidolon was a neutral territory, almost a no-mans land. It had been the sight of several major battles between the Meridian-Helacar forces and the armies of Keridwen or the former land of Galidun. These conflicts left the land almost barren and the former aggressors agreed to a treaty creating the peninsula of Eidolon as neutral territory. In time, these lands became a haven for the least desirable members of society from many of the surrounding nations. Thieves, brigands, pirates and other such low-lifes took to the region like moths to a flame. The low level of lawfulness only added to the state of chaos that already existed here. This influx of population allowed several of the larger communities to expand into minor city-states, each governed by its own network of lords.
In recent months, a new figure has risen from the ranks and taken control of the city of Penumbra. Aeleryk, a wizard of some degree of ability, succeeded in leading a bloodless coup to topple the former lord of the city. He now has been working to firm his control of the city and slowing expand his power base. His ultimate goals are currently unknown other than to hunt down the last remaining heirs of the former ruler. The Archcleric of Helacar looks upon this figure with great interest.
